Dog’s death at Whitman kennel is investigated

WHITMAN — With a necropsy scheduled next week, state and local officials are investigating the death of a German shepherd dog boarded over a weekend at Annie’s Clean Critters.

Animal Control, Whitman Police and the Animal Rescue League are investigating the death of the dog, named Maximus, owned by Abington resident Robert Foley.

The Board of Health is not involved in the investigation at this time, according to staff members there.

Foley stated in a memorial Facebook post about his dog that he was told by Annie’s Clean Critters owner Annie Brown Monday evening that the dog died of stomach bloat — after he had spent an entire day trying to contact someone at the business to pick up the dog after a weekend away with his family.

An official cause of death will be determined by the planned necropsy.

Foley wrote that he had gone to pick up Maximus at 10 a.m. Monday, but “there was not one person in the shop and they never returned voicemails, emails, or Facebook messages, only a sign on the empty store saying ‘will be back at 4.’” By 5:30 p.m., there was still no one there.

Foley said when he contacted an employee, they had Brown contact him and he was then told the dog had died between 3 and 5 p.m. He lamented that, in the time it took him to find someone at the shop, he could have taken Maximus to a vet where the dog could have had a “40- to 50-percent chance of survival.”

Foley also alleged that the business refused to show him a surveillance video of his dog’s stay. He said he had boarded his dog at Annie’s Clean Critters before and that “things seemed to go well,” which is why he tried them again.

Contacted by the Express Tuesday, Brown said she was “devastated for the family, but we have no comment at this time.”

Whitman Police Chief Scott Benton said he could not comment on an ongoing investigation, but confirmed humane authorities are investigating and had “taken action.”

According to published reports, Lt. Alan Borgal of the Animal Rescue League has inspected the business and found unsanitary conditions and a lack of shade at the Annie’s Clean Critters outdoor kennel.

Lt. Borgal did not respond to requests for comment Tuesday. Brown, whose business has operated for 14 years in Whitman has also been the East Bridgewater animal control officer for some 30 years.

“We have been made aware of an ongoing investigation in the neighboring town of Whitman involving a contractor of the town of East Bridgewater who provides animal control services,” East Bridgewater Police Chief Scott Allen said in a prepared statement Tuesday. “It is the procedure of our Police Department that we will not utilize these services pending the outcome of the investigation. The East Bridgewater Police Department is in contact with neighboring communities and law-enforcement agencies to provide animal control resources on a mutual aid basis in the interim.”

This is the second canine fatality at a Whitman pet care business this year. In May, a Bermese Mountain Dog named Bailey died after suffering seizures during a grooming visit at a Bedford Street business.

After the owners of that business had received threats, Whitman Police issued a press release on its determination that there had been no indication of abuse or neglect by that business.

“The rush to judgment and attacks directed at [the business] through social media as well as phone calls to the business is very disturbing,” the department stated at the time.

Walking for Sam: Memorial 5K benefits Samaritans

HANSON — It was a hug in motion for a grieving family in the community on Sunday, July 31 as more than 200 area residents shrugged off oppressive humidity and rain to honor the memory of eighth-grader Samuel Andrews and aid the suicide prevention work of the Samaritans.

“My sister [Stacey] had an idea that we had to do something, and she suggested a walk,” said organizer Meredith Wigmore, a friend of the Andrews family. “She was the mastermind and I just got volunteers.”

That idea became the Do It For Sam 5K.

She said the fundraising goal was $5,000 and was certain it would be exceeded, thanks to the generous donation of gift baskets for raffles, which included a Wahlburger’s basket complete with a signed T-shirt, fitted hat and photo of Paul Wahlberg. One of Wahlburgers’ employees in promotions lives in Hanson and delivered the prize.

Wigmore said Monday that more than $9,000 was raised at the event.

“If we could help just one kid, one family, then we’ve done our job,” Wigmore said. “The town of Hanson has totally stepped up … I had people contacting me [asking], ‘What can I do?’”

One woman alone made up three of the raffle baskets. Hanson Police provided traffic control and the Fire Department had firefighter/EMTs driving the route on an ATV in case of a medical emergency.

Flowers for Sam

Walkers — and a few runners — stepped off a bit after the planned 9 a.m. start time, making their way from Botieri Field up Indian Head Street to School and Maquan streets, and back to Liberty Street, via Andrew Lane and Gorwin Drive, and then up High Street to Fern Hill Cemetery and back to Botieri Field. While at Fern Hill they were given water to beat the heat and humidity, and multi-colored carnations by Sam’s grandparents, Eugene and Phyllis Andrews, to place on his grave. The Abington Stop & Shop donated the flowers.

Members of the Andrews family expressed gratitude, when they could find the words, for their community’s support. Sam’s mother Melissa was unable to say much in the emotion of the day. His dad Phil was also deeply affected.

“It’s wonderful,” Gene said before choking up over the community’s support. “It’s unbelievable. From Day One, it’s just been … you realize we’re still a small town and a small community.”

“The turnout has just been phenomenal,” Phil said of the walk. “I can definitely feel Sam here with everyone and … I’m at a loss for words. I’m so glad we’re supporting a great organization like Samaritans.” He lauded the group’s work and said he hoped the fundraiser could help someone else in crisis.

Before the event started, DJ John Zucco introduced Abington Samaritans 40-year volunteer and board member Tom Burke to speak, followed by a prayer by the Rev. Michael Hobson of St. Joseph the Worker Church and a performance of the national anthem by Hanson resident Mary Drake.

Burke thanked organizers for the invitation and participants for the “wonderful tribute to Sam.”

Samaritans is a nonprofit, volunteer-based organization dedicated to reducing the incidence of suicide by befriending individuals in crisis and educating the public about effective prevention strategies. It also provides support for survivors of suicide attempts.

“The family reached out and got to know us and we got to know them,” Burke said after the walk. “They invited us to come down and we were happy to help.”

The Boston Samaritans chapter offers training workshops, grief support and reach to at-risk groups such as seniors. They also provide programs for schools. Burke said they handle as many as 125,000 calls and texts per year on the organization’s 24/7 phone befriending service: 1877-870-HOPE (4673) or text to Samaritans.

“It’s sad, but it’s needed,” Burke said. “We talk to about 12,000 people a year from schools … to explain the causes, the symptoms, how to cope, how to deal with it and who your resources are.”

All Samaritans services are offered at no cost.

“We also like to talk to police and first responders for two reasons,” he said. “First because they are involved and, second, because they are at risk.”

A great kid

Selectmen Chairman James McGahan, attending the walk, said it was a great example of a small town supporting one of its families at a time of pain.

“Sam was a great kid, I knew him and his dad when I first ran for office,” McGahan said. “They came down and met me down at Sandy’s coffee shop. He was a great boy and [his death] hit hard.”

He said his daughter was good friends with Sam.

“She misses him and couldn’t be here today, so she asked me to stop by,” McGahan said. “I think a lot of people are still kind of hurting from it, but this is a way for us to remember him.”

Whitman-Hanson Community Access TV volunteer Richard Green, who was among those attending the event who lost a loved one to suicide, too. He found the event brought back deep emotion and felt a connection to the Andrews family.

“We came to know him through what you people are doing,” he said of Sam. “It’s a very emotional day. … If you can help one person, that’s all you can do in this big world we live in.”

Green steps down: Plans to apply for Whitman ATA position

WHITMAN — Lisa Green has resigned from the Board of Selectmen, effective July 29, in preparation for submitting an application for the vacant assistant town administrator position.

Whitman has been without an assistant town administrator since Greg Enos left in April to take a human resources manager job in Ashland.

“While we haven’t fully pinned it down yet, we know we’re going to be seeking an assistant town administrator and she wants to be in the running for that,” Town Administrator Frank Lynam said. “We haven’t fully determined yet how we’re going to fill this job. Obviously we’re going to be advertising and seeking qualified candidates.”

Selectman Chairman Carl Kowalski agreed.

“We haven’t decided what we’re going to do with the position yet,” he said. The board meets next on Aug. 30. “At that point we’ll discuss the procedure for applying for the position, I expect she will be one of the applicants and I expect her to do well during that process, although I have no idea who else is going to apply.”

Kowalski said Green has been “a terrific selectperson while she’s been on the board, using her experience and ability as a lawyer for the town and for its citizens,” noting he is sorry to see her go, but that the process for hiring a new assistant town administrator would be an interesting one.

In compliance

Green said Sunday that her resignation was timed to keep in compliance with state Ethics Commission rules requiring a 30-day period in which she has not served as a selectman.

“The law is very restrictive and they are very clear that I have to be off the board for 30 days in order for the Board of Selectmen to even consider my application [for assistant town administrator],” she said. “It was a very difficult decision. I enjoyed being a selectman for about five years now and I enjoyed working with all the other board members. It’s been a great positive learning experience.”

Her term would have expired in May 2017.

“I think Lisa has a lot to offer, however, we have to conduct a search and interviews — not a world-wide search, but we’re going to advertise,” Lynam said. “We’re going to see who applies. She’s certainly got a lot of things going for her. … She understands the system.”

Lynam said he finds Green’s legal background appealing.

Green said she would enjoy serving the town on a full-time basis rather than part time. She has served as a selectman for five years and is an attorney for the Commonwealth working for the Social Security Administration in claims investigation. She has stressed her interest in the management of the town.

“I do have a law degree,” she said. “I have been involved in a lot of things with Whitman in the last five years.”

She citied her participation in contract negotiations, among other projects that have “improved the well-being of the citizens of the town.”

She also said she has respectful and positive working relationships with Town Hall staff and could be helpful in securing grants for improving the town.

“I put my full heart into everything that I do,” Green said, noting that while her fellow selectmen — who have not been in contact with her, likely out of respect for ethics regulations — were probably not surprised by her decision.

“They know the position was open and they knew I had expressed interest,” she said. “It was an honor to serve the citizens of Whitman and I thank them for putting faith in me for the last five years and we’ll see what the future holds.”

The board voted on July 12 to review and update the job description of the assistant town administrator position and the approach to take in seeking a new person for that job. Selectman Lisa Green recused herself from the discussion because she is interested in applying for the job.

Job description

Lynam said the position remains a vital one as he currently has $163,009 in projects pending for the Green Communities grant to deal with, as well as three projects under the Community Compact — $25,000 for a wage and personnel study, $15,000 for solar energy project analysis and some $10,000 for the reuse plan for the old Regal property — in addition to other management duties.

“We are approaching a year with four contracts up for renegotiation,” he added. “I don’t think there’s any question in my mind that the town is best served by maintaining the position of the assistant town administrator and I would like the board to consider moving in that direction.”

Voters at the May Town Meeting approved the line item to continue funding the position’s salary.

“I think we need to look at the description of it,” Selectman Dan Salvucci said of the assistant town administrator post. “We felt as if we needed one before, and it seems we still need one. … Do we want someone that will step into [Lynam’s] shoes eventually, or do we want somebody that just wants to be a good assistant?”

Kowalski and Selectman Scott Lambiase volunteered to work with Lynam on reviewing the job description and salary — about $63,000 — offered.

“Clearly, we want to hire someone who’s capable of functioning in my role when I’m not here,” Lynam said. “My biggest concern right now … surrounding towns are compensating people at a much higher level than we are.”

He noted one of the factors in Enos’ decision to leave was the then-$61,000 salary, which is less than some of the department head with whom he was asked to work in a management or administrative role.

The town is negotiating with the Collins Institute at UMass, Boston to conduct a broad-based wage and personnel survey of Whitman town employees in part because of Lynam’s concern about salary parity with other communities as well as job descriptions and expectations.

“I don’t think this survey will prevent us from making a reasonable analysis here,” he said. “But I think we have to talk about it a little bit and recognize we’re not going to hire somebody at the funding that the line presently has.”

Depending on the hiring cycle, there may be sufficient funds available to offer more money to start, but another Town Meeting vote would have to follow to increase the salary going forward if that is done, according to Lynam.

Selectmen, meeting next on Aug. 30, should have more information from the job description subcommittee’s work, with an eye toward hiring someone by the end of September or early October.

The ingredients of great conversation: Whitman Library group puts cookbooks to the taste test

WHITMAN — They found little cause for elation in some of the dishes in “From Junk Food to Joy Food,” but are attracted to the possibilities ahead in “The Smitten Kitchen.”

Foodies and home cooks in the Whitman Public Library’s new Cookbook Club read, experiment with and prepare a recipe from a selected book to share and discuss at 6:30 p.m. on the third Thursday of each month.

It’s already a big hit.

“I was talking with two of our patrons who love to cook, because we love to read cookbooks, and we all said, ‘Gee, wouldn’t it be great to have a cookbook club?’” said Library Technician Ellen Donaghey, who facilitates the group along with Library Director Andrea Rounds, who launched it. “We’ve had a good response from the beginning. You come when you want to, but everybody who comes usually signs up for the next month.”

So far there are three men who attend along with the growing number of female members.

The club has tried Food Network star Ree Drummond’s “Pioneer Woman” recipes and “Good Cheap Eats,” by Jessica Fisher.

“Drummond’s book was a really good one,” Donaghey said. “Everything was step-by-step.”

At each meeting, members vote from about five cookbooks for the next month’s selection. Place cards are made for the food table with the name of the dish and its cook. Door prizes of donated kitchen utensils are awarded each month.

“We have been very fortunate to have everything from soup to nuts,” Donaghey said. “It’s a banquet — so much fun.”

As July’s featured cook book was “From Junk Food to Joy Food: All the Foods You Love to Eat, Only Better,” by nutritionist Joy Bauer, the buffet table groaned under more than 20 dishes — from appetizers to desserts — designed as lower-calorie versions of popular recipes.

Healthier versions of deviled eggs — “Angel Eggs” using hummus instead of egg yolks and mayonnaise — potato salad bites and cole slaw started off, followed by cold sesame noodles, zucchini linguine with pesto, chicken cacciatore and classic chili and topped off with desserts such as Boston cream pie parfait, no-bake key lime pie, chocolate crunch bars and mini chocolate cupcakes with vanilla icing.

“This cookbook has taught me that you don’t ‘healthify’ baked goods,” a home cook named Rachel, who loves baking, said. “If you’re going to have a cupcake, you might as well just have a cupcake and have a salad tomorrow.”

Another cook, named Hannah, agreed.

“I have a fundamental philosophical difference with this cookbook,” Hannah said. “I think that healthy ingredients can be good, but not when they are pretending to be not-healthy ingredients.”

She made avocado toast because she felt it was the only recipe that stood on its own and not, “Let’s take a recipe you love and take out everything you love about it.”

Rachel made both the “Joy” cupcake recipe and a regular one, because both she and her family were put off by the use of black beans in the cake and avocado in the icing. She found it tasted “OK,” but found the batter hard to work with and the icing …

“When you look at [the “Joy recipe] you’re going to say, ‘That’s vanilla icing?’ Because it’s kind of a funky color,” Rachel said. “It’s green because it’s avocado.”

Another cook put of by her recipe was Library Trustee Roberts Ellis Drews who said the Eggs Benedict was more difficult than it should have been. Others had better luck, or liked their recipe’s healthier ingredients, and club members shared their opinions and experiences as they sampled the dishes.

“I’m writing a book about everything that can go wrong with me testing these recipes,” Ellis Drews said with a laugh as she related the challenge in finding thick enough Canadian bacon and broiling without it and the tomatoes burning after the directed four minutes. She also found the yellow bell pepper, called for in the Hollandaise, sauce did not microwave or blend well.

“I blended the heck out of the thing,” she said. “After I was done, I had to put it through the strainer, because it wouldn’t mush and you’re supposed to liquefy it. Well, it wouldn’t liquefy, let me tell you.”

She did find the finished recipe delicious, though.

Donaghey, who made yummy chicken enchiladas, was less enthralled with the “super-sweet” chocolate peanut butter cups in which all one could taste was the ripe banana called for in the recipe. She did save the components of that recipe, however, as she felt the chocolate part made a good fudge sauce and the nut butter-banana combination might be good on toast.

The two cooks who prepared the cold sesame noodles had no complaints and said they might prepare it again. The Boston cream parfait, chili and chicken cacciatore were also big hits.

A member named Julie liked the chocolate crunch bark, but used Rice Krispies instead of puffed rice, which she had trouble finding in smaller packages.

Each participant received copies of all the recipes prepared for the session so they could try dishes they liked at home.

Next month they try and discuss recipes from Deb Perelman’s “The Smitten Kitchen: Recipes and Wisdom from an Obsessive Home Cook.” Billed as “fearless cooking from a tiny NYC kitchen,” the book by home cook, photographer and food blogger Perelman, “is all about approachable, uncompromised home cooking.”

Tree City USA status sought

HANSON — Town Administrator Michael McCue is planting the seeds from which a Tree City USA designation for the town will grow — at least that’s his aim in delivering the seeds.

“I have an affinity for trees,” McCue said. “In my previous positions in other communities, one of my pet projects was to get towns named a Tree City USA.”

McCue reported at the Tuesday, July 19 Board of Selectmen’s meeting that he has arranged for the town to receive seeds from among six Ginko biloba trees that survived the atomic bomb blast at Hiroshima, Japan on Aug. 6, 1945. The seeds will be delivered to Hanson Middle School for grade eight science classes to plant.

That class of students will be asked to nurture the seedlings as they grow, until they graduate Whitman-Hanson Regional High School.

McCue has reached out to Superintendent of Schools Dr. Ruth Gilbert-Whitner and School Committee Chairman Bob Hayes to help set up the program with science classes.

McCue took possession of the seeds Friday, July 15, after they were quarantined, and they’ve been in his home refrigerator since.

“They can grow these seeds and add something of significance to the community,” McCue said. The trees are meant to be a legacy gift to plant on the WHRHS grounds.

The seeds are from trees known in Japan as the Hibakujumoku — or survivor trees.

McCue came across the Ginko as a good candidate species when he worked in Avon, because the trees are extremely hardy, as evidenced by surviving Hiroshima.

He looked into the U.N.-sponsored program, Green Legacy Hiroshima, which annually collects seeds from the Hibakujumoku.

“I was able to obtain 12 saplings when I was still in Avon … and have maintained a relationship with this organization,” he said. “Unfortunately, the saplings I have control over and are still being cared for at the Arnold Arboretum in Boston — I’ve committed all of those.”

That’s where the seed program comes into play.

Six months ago, after learning the import restrictions had been tightened, he was able to obtain a shipment of the seeds.

In addition to the Ginko seeds, he will be getting seeds from the hackberry, jujube, a holly and camphor.

Besides the Ginko, species of the approximately 170 Hibakujumoku traceable to Hiroshima before the bombing by UNITAR’s database also include weeping willow, black locust, Chinaberry, fig, bamboo, azalea, hemp palm, oleander, Japanese spindle, Kurogane holly, Japanese aralia, nettle tree, camphor tree, silverthorn, Japanese persimmon, eucalypt, giant pussy willow, southern catalpa, sago palm, tree peony, Shirodamo, cherry, crape myrtle, oriental pine, Chinese parasol tree, Japanese black pine, Muku tree, Japanese hackberry, jujube, Japanese flowering apricot, Amanatsu, Tabunoki, Bohdi tree, Japanese camellia, Japanese quince, Chinese juniper and crinum lily.

UNITAR is the United Nations Institute for Training and Research.

Boston Post Cane

McCue is also working to revive the tradition of the Boston Post Cane, awarded to a community’s oldest resident. He has presided over such programs in Mansfield and Avon — where he had to work with North Easton Savings Bank, which had started a program to replace missing Boston Post canes as a public service.

“Their [Avon] cane over the course of several decades went missing,” he said.

Hanson’s cane was also missing, but the bank has replaced it and the town clerk has determined the identity of the oldest resident. Replica canes also feature the engraving from the originals. Hanson’s is now being engraved.

The cane program was founded by the defunct Boston Post newspaper in 1909 as a promotional project. Canes were made of ebony with gold grip and tip, for 700 towns in New England, including Maine, Massachusetts New Hampshire and Rhode Island.

No cities were included in the program, according to the Maynard town website, but some present day cities were still towns in 1909.

So long as that person agrees to participate in a ceremony, McCue said the board will be advised at a later date when it would take place.

“Some people aren’t interested in the attention,” he said.

McCue is looking to affiliate with the Small Town Administrators’ Group open to communities of 11,000 residents or fewer and is hoping to arrange one of the organization’s annual meetings in town.

Open space goals on table

HANSON — The Board of Selectmen on Tuesday, July 26 tabled a planned review and approval vote on the board’s goals for the town’s open space and recreation plan.

Selectman Kenny Mitchell was away on vacation and Selectman Bruce Young had notified the board he would not be able to attend, leading Selectmen Chairman James McGahan to recommend waiting to the next meeting to discuss the issue when all members would be present.

Two of the goals, which would allow the town to apply for grants, are expansion and improvement of recreational opportunities as well as protection of natural resources and biodiversity.

“We need to have our plan in place sooner rather than later, especially if we want to apply for grants,” McGahan said. “Each department has goals that they report in to the Recreation Department and it’s all pertaining to open space.”

McGahn said the Board of Selectmen’s goals have been in place for several years and involve a review of recreational and parks committees (Recreation, Parks and Fields, Memorial Field and Town Forest) and considering the consolidation of two or more of the committees under a newly created Recreation Committee. There would also be an effort to improve the General Bylaws to be consistent with state regulation of off-road vehicle issues and to participate in state efforts to regulate use on a regional level.

“I’ve had a lot of people calling me concerned that motor bikes and ATVs are [being driven] where they should not be,” McGahan said. “Obviously we want to enforce our state regulations for those.”

Town Administrator Michael McCue said the town has received an updated letter from the Attorney General’s office correcting an inaccurate report on an open meeting complaint. The original report erroneously faulted Town Clerk Elizabeth Sloan in regard to improperly destroyed Capital Improvement Committee reports.

Hanson’s bicentennial is still four years away, but town officials are already gearing up to plan the celebration. The town was incorporated in 1820.

“We may think it’s too soon, but it actually isn’t,” McGahan said.

“I have been involved in other communities that have had other similar significant anniversaries celebrated in my time there, and … we are reaching out to other communities to get a good idea of how they set up their committees.”

Since Mitchell and Young were absent, however, selectmen also tabled the process of appointing a bicentennial committee.

McCue said committees generally include citizens at-large.

“We would envision a celebration that lasts an entire year,” he said, to perhaps include a ball, large parade and family field day, among other events.

A full discussion is planned at the next meeting, at 7 p.m., Tuesday, Aug. 9.

Hanson adds to fire roster: New firefighter, department chaplain sworn

HANSON — The Board of Selectmen Tuesday, July 26 welcomed a new firefighter to the official ranks of the Hanson Fire Department, as well as new department chaplain.

Hired in July 2015, firefighter Eric Adams has recently completed his probationary period, Chief Jerome Thompson reported. Adams grew up in Whitman, graduating from WHRHS in 2006 and has been in the EMS field for seven years and a paramedic for two.

He graduated from recruit training at the Mass. Fire Academy with Class No. 237 in December.

“Out of the seven new members we’ve hired in the last 24 months, this is position number five,” Thompson said. “As with the others, he’s been a great addition to our department.”

Adams’ father Daniel pinned on his new badge after Town Clerk Elizabeth Sloan administered the oath of office.

“If I poke him, is there anybody here who can help us out?” Daniel Adams joked as he did the badge-pinning honors.

The Rev. Kwang H. Lee, vicar of St. Joseph the Worker Church in Hanson, was sworn in as chaplain. He had been awarded his helmet during Firefighter Memorial Sunday observances in June.

Thompson said Lee, who has been a priest for five years and assigned to St. Joseph for about a year, had expressed interest in the chaplaincy — a position he did not believe had been used at the Hanson Fire Department before.

“Looking at some the things we face today, we thought it would be a great idea to have that on our department,” Thompson said. “The fire department chaplain provides spiritual and emotional support to firefighters and their family members when necessary, but this service will also be available to our community members whether during a medical emergency or fire or maybe a natural disaster.”

He noted that Lee has been visiting firefighters at the station to talk with them and “kind of get to know the lingo.” He has also attended Barnstable Fire Academy to observe the training process.

Lee is also working with the Mass. Corps of Fire Chaplains to be trained in critical incident stress management skills.

Thompson presented Lee with his badge after he was sworn in by Sloan Tuesday night.

New ambulance

Thompson also briefed selectmen on the Fire Department’s recent operations and capital plans — including a request he is considering for the October special Town Meeting to transfer funds from ambulance receipts to pay for a new all-wheel-drive ambulance next year. That would also include a new stretcher system.

“We’re currently looking at different chassis for our next ambulance,” he said. “That makes the ambulance 4-wheel-drive, it’s more of a rugged chassis.”

Department personnel test-drove a model at the station Tuesday.

“Right now we’re weighing all the pros and cons,” he said, stressing that ambulance runs are paid for through patient insurance and noted there is a process through which indigent residents may apply for a waiver.

Current ambulances will be rotated into support services such as gear for the dive team and the oldest vehicle will be donated to the Highway Department.

“It’s a testament to your maintenance program,” said Selectman Bill Scott.

Work on the station’s septic system still needs to be done, with plans due for review by the Board of Health in August, with the aim of completing work in the fall.

“If we can get that completed in the fall, we can go ahead and the second capital plan we already have the funding for is the parking lot,” Thompson said.

The reconfiguration and renovation of the front of the fire station has been completed, Thompson said. That work, much of which was done by firefighters, helped improve department operations.

He also reported his department has responded to 1,109 calls for service as of 5 p.m., July 26 — 707 were EMS-related with 13 of those for opioid-related incidents in Hanson.

Total calls for service are down slightly over the same period last year, he said, but multiple calls are up.

Two important training programs for which Thompson credited funding from selectmen and the Finance Committee, were a May pump-operating training — designed to reduce risk of damage to trucks and the water supply system — and a live burn exercise in June at the Barnstable Fire Academy.

“Even though we’ve seen a decrease in fires, we still need that hands-on training to work on our techniques and look at fire behavior and keep ourselves as safe as possible,” he said.

The department also plans to stay involved in the community with non-emergency events.

Firefighters have trained Cranberry Cove lifeguards in waterfront safety and, through a grant will continue school fire safety programs. They also participated in water day at DARE Camp held at WHRHS this week.

Hanson board clarifies its votes

HANSON — Selectmen on Tuesday, July 12, clarified its June 28 appointments to the Conservation Commission.

At the June 28 meeting, there were four applications for two positions up for a vote, but selectmen had received the resignation of another Conservation Commission member at the same meeting.

Selectmen voted against re-appointing Conservation Commission Chairman John Kemmett and Vice Chairman Frank Schellenger. The appointments replacing incumbent members had an effective date of June 30, 2016. Conservation Commission Clerk Brad Kirlin’s resignation left a vacant seat that expires in 2017, noted Selectmen Chairman James McGahan.

“Based on that, I believe the appointments were for [William] Woodward and [Sharon] LePorte … and that stays, however there is an open position at the Conservation Commission,” McGahan said.

Applications are being accepted toward filling the vacancy on Tuesday, July 26.

In other business, Town Administrator Michael McCue advised selectmen and the public about a recent incorrect press report, based on an erroneous decision by the state Attorney General’s office, concerning an open law violation by the Capital Improvement Committee. The decision wrongly faulted Town Clerk Elizabeth Sloan for allegedly destroying minutes from meetings in 2013.

“That was actually due to an error on the part of [the committee’s] clerk, not the town clerk,” McCue said. “I think it’s important for the townspeople to be aware of the fact that the town clerk has been fulfilling her role very dutifully.”

The author of the Attorney General’s office decision has apologized for the error. A corrected decision will be issued that will not cast any aspersions on the town clerk’s conduct.

“The AG’s office had received a number of calls stating that people could not believe, and would not believe, that our town clerk would have done something incorrect like that,” McCue said.

Selectman Bruce Young noted that minutes are intended to be a permanent record.

“I know that the town clerk, and the former town clerk, know that records of minutes filed with the town clerk are a permanent record that can’t be destroyed or discarded,” he said. “That gives credence that that part of the Attorney General’s determination was totally bogus.”

McGahan noted that, by law, the missing minutes will have to be recreated.

McCue also reported that state Rep. Josh Cutler, D-Duxbury, had reported to him about budget vetoes by Gov. Charlie Baker regarding $20,000 that had been earmarked for water quality testing of Wampatuck Pond and $30,000 for improvements at Camp Kiwanee.

McCue said the vetoes are not unusual and that Cutler had indicated that both vetoes will be considered for potential override votes in the next couple of weeks.

“I don’t mean this in an incorrect way, but basically, the governor went through and slashed everything he could do without hitting essential services,” McCue said, noting the state budget still has a shortfall of nearly $1 billion.

Cranberry Cove staff receive raises

HANSON —  Selectmen voted Tuesday, July 19 to raise the pay for seasonal Recreation Commission employees at Camp Kiwanee and Cranberry Cove by $1 per hour during a Wage & Personnel Board meeting prior to the board’s meeting.

The raise brings entry-level gate attendants to 50 cents above the state minimum wage of $10 per hour. They had been earning $9.50 per hour.

Camp Kiwanee caretakers earning less than minimum wage were also raised to the $10 minimum rate. Selectmen said the commission should confer with the town administrator regarding future requests for caretaker raises.

Three members of the Recreation Commission — Susan Lonergan, James Hickey and Francis O’Kane — attended the meeting, but Hickey and O’Kane did not take part in the discussion, except to ask a few questions to selectmen through Lonergan, because their daughters work as Cranberry Cove lifeguards.

The raises increase the pay of lifeguards, water safety instructors and beach directors as well as caretakers. The allowable salary range runs from minimum wage to $18 per hour.

Lifeguards were earning between $11 and $13.50 per hour, depending on experience, with WSIs earning $13.50 and the beach director $16. All will receive a $1 an hour raise retroactive to July 1.

Lonergan noted youth employees at Cranberry Cove typically start out as gate attendants and, when they earn certifications as lifeguards, WSIs and, ultimately beach directors, salary rates go up. Hanson residents receive preference in the application process, she said.

“There was some discussion that you would offer them 2 percent and we would like to talk about a $1 an hour raise across the board,” Lonergan said. “I think it’s a way to thank them for coming back and being loyal employees and representing the town of Hanson well.”

Wage & Personnel Chairman Selectman Kenny Mitchell expressed concern that a $1 raise would not be fair as all other town employees received a 2-percent across-the-board increase. A 2-percent raise on an $11 per hour pay rate is just over 18 cents.  The raises will cost $2,400 for the season, with hours reduced after swimming lessons end next month.

“People who are under minimum wage should be brought up to minimum wage, at least,” Mitchell said. “As far as raises, I think we have to be consistent with every other town employee.”

Town Administrator Michael McCue agreed, saying it was not a question of dollars, but of fairness to other town employees.

Selectman Bruce Young pointed out that, as part-time, seasonal employees, the Recreation Commission employees at the beach are not comparable to other town employees.

“I see these as an exceptional type of position,” Young said. “They are strictly seasonal positions. … Their hours are limited, they don’t get any benefits, they make an hourly wage and pay taxes on it. They’re kids trying to earn extra income during the summer, so I don’t equate them with full-time employees who get benefits.”

Town employees receive group insurance and pension benefits as well as salaries, he said.

“These are hard-working kids, dedicated kids who take care of their certifications,” Young said. “I don’t have any problem giving them more than the 2 percent.”

Selectmen Chairman James McGahan agreed as did Selectman Don Howard. In the end, all five approved it.

Lonergan also noted that lifeguards must pay $350 for course work to keep current with certifications out of pocket and that they return to work there year after year. Only gate attendants are new employees.

Selectman Bill Scott had suggested the commission might also consider footing the bill for certification fees, but Lonergan said that was something that has always been required as part of the application process. However, at the suggestion of the Fire Department, the Recreation Commission is paying for waterfront certifications for lifeguards.

“[That] isn’t part of their Red Cross certification anymore, it’s just a pool kind of thing,” she said.

Last year there were 115 beach passes sold. This year there are 117, with lesson signups up 120 percent, according to Lonergan. Seasonal employee salaries are paid through proceeds from passes and lessons, not through town taxes.

Last June, the commission made $8,225 with $12,839 this June — an increase of 56 percent.

At McCue’s urging, selectmen also voted to bring two Council on Aging employees up to minimum wage who are now paid below that level, with Young casting a reluctant vote for it because he was not certain the board was permitted to do so at this time.

Scott advocated paying seniors working through the tax abatement program at minimum wage. McCue said it was possible, but the program caps how much can be paid them so it might affect the total numbers of hours they may work.

When the heat is on …: Residents seek relief from summer’s sizzle

They say “make hay while the sun shines” for a reason — but too much sun and summer heat present risks for people, particularly the very young, very old, members of low-income households and those with chronic medical conditions.

Senior center directors in Whitman and Hanson remind elders of the importance of taking care to stay in a cool place and drink enough water, with more hot, humid weather were forecast. The towns’ senior centers are good resources for such an escape.

“I think it’s the perfect place for a cooling center,” Whitman Senior Center Director Barbara Garvey said. “People come in to relax and be cool. ”

Town Administrator Frank Lynam said Monday morning that he would be discussing whether the Whitman Senior Center needed to extend hours into Saturday to offer that resource.

Fire Chief Timothy Grenno said he is monitoring the forecast and heat-related EMS calls this week, but as of press time, there was no plan to open a cooling center over the weekend despite a forecast for 90-degree weather, because temperatures have been cooling at night. In the meantime, anyone experiencing heat-related emergencies should call 911 and “if we need to transport them to a cooling center, then we can open one,” Grenno said Tuesday.

If weather conditions require it, the Council on Aging could be opened on the weekend, Grenno said.

“If we need some place on Thursday or Friday, we’ll open the great hall at Town Hall,” he said. Notification will be posted on the town and website if a cooling center is opened.

“It definitely would be up to the fire chief,” Garvey said. “Normally we’re not here on the weekend. We’ve not had to deal with it on a weekend just yet.”

Overall, Garvey said many of her center’s clients tend to stay home when the heat is on, although they do have some who visit to sit in the AC for a “cool start” to their day.

“Pretty much everybody has air-conditioning now and, if they don’t, then we stress that they should,” she said. “The Fire Department would help [seniors] with installing an air conditioner, if need be.”

In Hanson, Senior Center Director Mary Collins reminded seniors that the 8:30 a.m. to 3:30 p.m. hours may be extended during heat waves. She also urged, in the center newsletter, that residents check in on aging neighbors to ensure they drink enough water and that fans and air conditioners are being used when necessary.

“If you need to escape from the heat and humidity, come and join us,” Collins said. “Along with planned activities, we offer a great place to meet friends, have lunch, or enjoy a book.”

When the temperature climbs above 90°F, older adults and people with chronic medical conditions need to take precautions. So check the outside temperature on summer days. If it’s above 90°, older people should keep in mind the following tips from Old Colony Elder Services:

• Stay out of the sun if possible. If possible, wait to go out until the sun starts to set or until early the next morning. Adjusting when you go outside could mean a difference of several degrees.

• Air conditioning is your friend. Spend as much time as possible in air conditioned spaces. If you don’t have an air conditioner, go somewhere that is air-conditioned. Read a book at the library, walk around in indoor malls, watch that new movie at the theater, or meet your friends at the senior center. (Note:  The federal Low-Income Home Energy Assistance Program (LIHEAP) helps adults 65 and older who have limited incomes cover the cost of air conditioners and utility bills. To reach your state’s LIHEAP, call 1-866-674-6327.)

• Stay hydrated. Drink plenty of cool water, clear juices, and other liquids that don’t contain alcohol or caffeine.  Alcohol and caffeine can dehydrate you (dry you out).

• Dress appropriately. Whenever you can, try wearing loose, light-colored clothes (dark-colored clothes absorb heat). Top it off with a lightweight, broad-brimmed hat and you are dressing like a pro! These simple changes will help you both stay cool and avoid sunburn.

• Did someone say sunburn? Use broad spectrum sunscreen with sun protection factor (SPF) of 15 or higher.

• Cool down! Take tepid (not too cold or too hot) showers, baths, or sponge baths when you’re feeling warm. Don’t have the time? Then wet washcloths or towels with cool water and put them on your wrists, ankles, armpits, and neck.

Watch the kids

The Centers for Disease Control and Prevention (CDC) adds the caution that the very young are also sensitive to the effects of extreme heat and rely on other people to keep them cool and hydrated. Never leave a child — or your pet, for that matter — in a parked car, even if the windows are open. Dress infants and children in loose, lightweight, light-colored clothing and seek medical care immediately if your child has symptoms of symptoms of heat-related illness.

Hot jobs

While people who work outdoors are familiar with the need and methods to acclimatize themselves to warmer conditions, there are times when they, too, need to stop and seek a cool environment. The CDC recommends these workers take the following steps, if they do not already, when working during severe heat conditions:

• Drink from two to four cups of water every hour while working. Don’t wait until you are thirsty to drink.

•  Avoid alcohol or liquids containing large amounts of sugar.

•  Wear and reapply sunscreen as indicated on the package.

•  Ask if tasks can be scheduled for earlier or later in the day to avoid midday heat.

•  Wear a brimmed hat and loose, lightweight, light-colored clothing.

•  Spend time in air-conditioned buildings during breaks and after work.

•  Encourage co-workers to take breaks to cool off and drink water.

•  Seek medical care immediately if you or a co-worker has symptoms of heat-related illness.
